When buying property in Punjab, the listed price is rarely the final cost. Three major government charges — EDC, CLU, and SIF — can add 10-25% to your total expense. Understanding these charges protects you from hidden costs and helps you compare properties accurately.

What is EDC (External Development Charges)?

EDC funds the infrastructure that connects a project to the city — roads, sewage lines, water supply, electricity connections, and stormwater drains. It is charged per acre by the development authority (GMADA, LDA, ADA, etc.).

EDC rates vary dramatically by zone. A residential project in Mohali pays 3-4x more EDC than one in Bathinda because Mohali's infrastructure demands are higher.

What is CLU (Change of Land Use)?

CLU charges apply when agricultural land is converted for residential, commercial, or industrial use. In Punjab, most development happens on agricultural land, so CLU is almost always applicable.

CLU rates are set by the Punjab government and depend on the location and intended use. As of 2023, Punjab merged CLU permission with layout plan and building plan approvals to speed up the process.

What is SIF (Social Infrastructure Fund)?

SIF funds public amenities — schools, hospitals, community centres, parks, and fire stations that serve new developments. It ensures that as new colonies come up, the surrounding social infrastructure keeps pace.

Who Pays These Charges?

Legally, the developer pays EDC, CLU, and SIF to the development authority. However, in practice, these costs are almost always passed on to buyers — either included in the listed price or charged separately.

Under RERA, developers MUST disclose all charges in the sale agreement. If a builder says "EDC extra" after you've signed, that's a RERA violation. Always ask for a complete cost breakdown before signing anything.
